Book this service when
Best for homes with low pressure, underground supply leaks, aging lead or galvanized services, or shut-off issues that point to bigger supply-side work.
Common signs
- A City high-consumption or suspected-leak notice on a line you can't see failing — no surface water, no obvious wet spot, but the usage data says the service is leaking underground.
- A buried-service leak discovered while chasing basement foundation seepage, where the water tracking in turns out to be the supply line rather than groundwater.
- A confirmed lead service line on a pre-1955 home that you want gone for health reasons or before a renovation or sale.
- A frost-heave or shifting-soil winter break that suddenly drops pressure or stops water entirely at the whole house.
If you're not sure, compare these too
- Trenchless Water Line Replacement - when the line runs under a driveway or landscaping worth protecting
- Lead Water Service Replacement - when the service is lead and City public-side work can be coordinated

25-year workmanship warranty
Every job Tornado Plumbing & Drains completes in Toronto and the GTA — repair, install, replacement, drain work, sewer work, fixture work — is backed by a 25-year workmanship warranty. The written terms are provided with every quote. If our work fails within 25 years of the install date, we come back and make it right.
The one buried pipe with no backup
Your main water service is a single line running from the City's curb stop, under your front yard, and through the foundation to the meter — there is no second pipe to fall back on, so a failure means digging or trenchless work, not a wrench under the sink. We decide repair versus replacement based on the pipe's material and age and where the failure sits, since a public-side problem past the curb stop is the City's responsibility while everything from the property line in is yours. If the line is full lead, replacement is the only safe path, and we can pair the private-side swap with the City's lead service replacement on the public side.
When a main water line repair or replacement gets called in
- A City high-consumption or suspected-leak notice on a line you can't see failing — no surface water, no obvious wet spot, but the usage data says the service is leaking underground.
- Damage to the service line during foundation, landscaping, or excavation work that has to be repaired before the trench is backfilled.
- A persistent pressure complaint where the meter, the PRV, and the interior piping have already been ruled out, pointing back to the buried run itself.
- An older service you're upgrading to a larger 3/4-inch or 1-inch line to support added bathrooms, a basement suite, or stronger simultaneous flow.
What's included
- A pressure and isolation test at the meter and curb stop to pinpoint whether the failure is on your private side or the City's public side before any digging is approved.
- A written method recommendation — spot repair, open-cut replacement, or trenchless replacement — with the restoration scope (driveway, walkway, lawn) spelled out so you see the true cost of each option.
- Correct sizing of the new service for the home, rather than just matching an undersized original 1/2-inch line.
- The new run installed in copper or PEX and terminated at a new main shut-off, with the curb-stop and meter connections re-made and watertight.
- Tracer wire laid on the new line so the service can be located accurately in future without guesswork.
- The City final inspection arranged and signed off so the completed line is on record.
- The written 25-year workmanship warranty on the repair or new line, with the terms provided alongside the quote.
Signs the buried service line is the problem:
- Whole-home low pressure.
- Sudden water bill increase with no fixture changes.
- Water meter spinning when no fixtures are running.
- Damp ground above the service line route.
- Reduced flow when running multiple fixtures.
- Older home with original copper, galvanized, or lead service.
Repair vs. replace
| Finding | Repair | Replace |
|---|---|---|
| Single pinhole leak in copper | Yes, possible | If the rest of the line is also weak |
| Galvanized line losing pressure | No | Yes — pipe is at end of life |
| Lead water service | Not recommended | Yes — health risk |
| Recent installation, single failure point | Spot repair | Not yet |
| Multiple leaks on same run | Repair = temporary | Replace the run |
Cost: what affects the quote
Pricing depends on length, depth, surfaces above, pipe material, and method. Open-cut replacement under driveways or landscaping is the most expensive scenario because of restoration. Trenchless replacement avoids that cost when the route allows. Spot repair on an exposed pipe is the lowest cost.
What to share when you call
- Pressure symptoms.
- Whether the meter spins idle.
- Pipe material and age if known.
- Surfaces above the service route.
- Whether the city has scheduled public-side work.
- Photos of the meter, shutoff, and route surface.
Toronto context
Toronto main water lines wear out at predictable points — pinhole pitting on aged copper, joint failure on 1960s solder work, and full lead service lines on pre-1955 homes that the City's Lead Service Replacement Program now covers on the public side. We diagnose by pressure, age, and material first.
What to confirm before approving water line work
- Method comparison should be honest — open-cut vs. trenchless vs. spot repair.
- Public-side coordination should be addressed up front.
- Restoration scope should be documented in writing.
Useful info on the call: pressure symptoms, line age and material, surface conditions, and city coordination status.
Frequently asked questions
How do I know if it is the buried service line?
Whole-home pressure issues, meter spinning idle, sudden water bill increase, or damp ground over the route are the strongest indicators. A pressure test with isolation can confirm.
Can the line be repaired or does it have to be replaced?
A single damaged section on otherwise sound pipe can be repaired. Galvanized or lead service usually warrants replacement. Multiple leaks on the same run is a sign of end of life.
Will the city replace the public side at the same time?
For lead service replacement, Toronto typically coordinates public-side replacement with private-side work. Confirm timing before scheduling.
Is trenchless always better than open-cut?
Often yes when the surface above is expensive to restore. Sometimes no when the line is short and the surface is open lawn. The right comparison includes restoration cost.
How much does main water line replacement cost in Toronto?
A targeted spot repair on an exposed section starts around $1,800, while a full service-line replacement costs more depending on length, depth, surface restoration, and whether the work is open-cut or trenchless. We diagnose the line first and put the price in writing before any digging, so you are not quoted a replacement when a repair will do. Book online or call 647-784-8448 for a written quote.
What's the difference between water main repair and water line repair?
People often search "water main repair" for the buried pipe that brings water into the house, which is really the private water service line we repair and replace. The city owns the public-side main and tap; we handle the private side from the property line to your meter and coordinate any City of Toronto public-side work. If your line runs under a driveway or finished surface, ask about our trenchless water line replacement option to avoid full excavation.

October 2019“I called a couple of plumbers to help investigate a water leak in our main water line. Sergey at Tornado Plumbing was the most attentive and the only contractor that actually came to our place to look at the issue. All other contractors simply recommended replacing the water main and provided a quote using Google Maps and did not show up at the house at all. Sergey provided me with the option to fix the leak which was located just below the slab in the basement, but his recommendation was to replace our side of the water main as it was old lead pipe. Once our side was completed I could notify the city and they would schedule a time to replace the city side using a city contractor. We had some water damage in our basement because of the leak so Sergey scheduled a team to arrive within 24 hours after signing the project estimate. The team that arrived were excellent. They needed to do a little discovery to find the main water line in our front property as the location marking wasn't exact. They didn't get discouraged and found the old lead pipe and completed the work by torpedoing a new ¾" copper line from inside the house. The leak had created a lot of water under the basement slab which made the work a little difficult but the team worked in to the evening to make sure everything was complete, holes filled back in, new concrete poured, and to be sure the water in the house was working as expected. Everything was cleaned up perfectly and Sergey followed up on the work within a couple of days when he was back in the area to provide another estimate. Overall the experience with Tornado Plumbing was excellent. We need to install a sump pump (Sergey's recommendation) and replace our basement slab in the future – I'll definitely be calling Sergey at Tornado Plumbing.”

May 2019“Last week Sergey and his team from Tornado Plumbing had replaced the sewer drain in our house and installed a new back water valve. We had a few plumbing projects completed by them in a past and were very satisfied with their competitive price and a highest level of services provided. We were glad we contacted Tornado this time again. Everything was completed on time and both our front yard and a basement were left very clean. Upon completion of the job Sergey came back and explained the service details for a new valve and also helped us to fill the paperwork for the city rebate. All in all the Tornado service was five stars out of five, we were very satisfied and would not hesitate to hire Sergey and his team again.”

June 2020“I can’t recommend Tornado plumbing enough. Sergei and his team are literally the best. Sergei always provides the best recommendations and gives you his honest opinion. He doesn’t over sell and gives you the best advice. I had to have my main valve change which was something we had discussed a while ago from another service I had hired him for. The shut off valve was old and had lead component. I knew from past experience that anytime I needed to turn it on or off, it would start leaking. There was also a lead pipe leading underground. I made the decision to change all the lead pipe as opposed to just changing the shut off valve because it would eventually need to be changed regardless. Sergei dug from the front of my house to the water valve in my basement with minimal interruptions to my tenants, and minimal mess. This speaks to his attention to detail. He goes over and beyond my expectations. Thank you Sergei and Tornado Plumbing.”
